Job Vacancy – Programme Managers

Sabatia Eye Hospital is an independent not-for-profit hospital located in Vihiga County,
Kenya Specializing in Eye Care. Christian Blind Mission (CBM) is an international
Christian Development Organization, committed to improving the quality of life of people
with disabilities in the poorest communities in the world. In collaboration with CBM,
Sabatia Eye Hospital seeks to fill the following positions under the Vision Impact Project
and Low Vision Cluster Project in providing comprehensive eye health services.

1. Programme Manager – The Vision Impact Project Kenya, Vihiga County
Overall responsibility

Take a lead in coordination of project implementation of the Vision Impact Project Kenya,
Vihiga County.

Key Areas of Responsibilities
1. Program development and delivery
▪ Working with health partners in the county to develop and manage the Vision
Impact Project activities, to maximize our impact for beneficiaries.
▪ Identifying and effectively managing/reporting all key risks, including
security risks, related to delivering the county program and its impact.
2. Financial management:
▪ Supervising the preparation and review of annual program budgets and
quarterly financial forecasts and monitor expenditure against these
▪ Implementing partner contracts/MOU and ensure partners’ compliance to
the terms and conditions of the grant as agreed with the donor and Sabatia
Eye Hospital policies and procedures
▪ Ensuring quality standards are maintained in financial reporting
3. Procurement
▪ Take a lead in implementation of purchasing procedures, processes and best
practices and maximize savings and benefits arising from seamless
purchasing activities.
4. Partnership management
▪ Develop and maintain an efficient and effective partnership between county
teams and implementing partners and the relevant institutions
▪ Organize periodic meetings/workshops for the implementing institutions and
encourage effective networking and collaboration amongst them to enhance
capacity building opportunities amongst the various levels of facilities offering
eye health services
5. Monitoring, evaluation and quality assurance
▪ Ensuring learning by the county program from relevant best practice,
securing and monitoring implementation of relevant program approaches and
standards, and assessing performance regularly against agreed milestones,
activities, scheduled work plans, program objectives and indicators.

2. Programme Manager – Low Vision Cluster Project
Key areas of Responsibility

1. Program development and delivery
▪ Work with low vision partners in the country to develop and manage the CBM
Global low vision program activities, to maximize our impact for beneficiaries.
▪ Identify and effectively manage/report all key risks, including security risks,
related to delivering the country program and its impact
2. Financial management
▪ Support clusters to prepare annual program budgets and quarterly financial
forecasts and monitor expenditure against these
▪ Manage partner contracts/MOU and ensure partners’ compliance to the
terms and conditions of the grant as agreed with the donor and CBM Global
internal policies and procedures
▪ Ensure that funds are transferred to Low Vision partners on time
▪ Ensure quality standards are maintained in financial reporting by
maintaining files of financial record (request of funds, bank transfer
documents, receipts and payments vouchers etc) from cluster members for
verification and auditing
3. Partnership management
▪ Develop and maintain an efficient and effective partnership between low
vision program and implementing partners and the relevant government
institutions
▪ Organize annual meetings/workshops for the implementing cluster member
institutions and encourage effective networking and collaboration amongst
them to enhance capacity building opportunities amongst the various levels
of facilities offering child eye health services
▪ Represent CBM Global in cluster fora and serve as country level focal person
for vision therapy network.
▪ Preparing briefs/papers to donors/CBM Global as necessary
▪ In coordination with the partners, collating and providing analysis of data and
information, producing substantive analytical and informative reports.
4. Monitoring, evaluation and quality assurance:
▪ Ensure learning by the country program from relevant best practice, securing
and monitoring implementation of relevant program approaches and
standards, and assessing performance regularly against agreed milestones,
activities, scheduled work plans, program objectives and indicators
▪ Ensure preparation of relevant cluster information notes and documentation
of the project
▪ Ensure accurate, sufficient and timely flow of information and progress
reports (narrative and financial) to the country office
▪ Advising and assisting in development of M&E mechanisms at cluster level,
as well as relevant field-friendly tools, modes and systems for data collection,
and subsequent analysis and reporting.
▪ Coordinate with Cluster heads and relevant stakeholders to ensure required
monitoring tools are employed properly and utilized regularly
▪ Identify possibilities for joint evaluations and serve as the CBM- G /Donor
focal point for joint evaluation initiatives, (Mid Term Evaluation/End Term
Evaluation)
▪ Providing ongoing support on new monitoring and evaluation methodologies,
facilitating learning sessions for wider Low Vision Cluster staff and other
stakeholders

Required Experience and Qualifications

▪ A minimum of 3 years of proven professional experience in project
management, monitoring and evaluation or grants management in a
reputable organization;
▪ Minimum of a bachelor’s degree in social sciences, program management or
related field;
▪ Minimum CPA/CPS Part II;
▪ Certificate in M&E or project management will be an added advantage
▪ Outcome driven with proven experience in community-based program and
project planning, implementation, and management;
▪ Excellent oral and written communication, presentation and interpersonal
skills;
▪ Excellent personal organization skills, including time management, and
ability to meet deadlines; and to work through others to accomplish goals;
▪ Experience in presenting and managing communication on social media
platforms; Problem solving and solution focused;
▪ General knowledge and familiarity with political at the National and county
and governments;
▪ Self-motivated, able to balance multiple and competing priorities or deadlines,
excellent organizational skills, and ability to track multiple projects/programs
tasks;
▪ Able to work effectively with policy makers, community leaders, and the
media;
▪ Knowledge and understanding, especially as it relates to program replication,
connecting programs to funding, creatively generating other resources, and
building strategic partnerships.
